The second horizon is pipeline contribution, measurable across a quarter: sales-qualified opportunities sourced or influenced by marketing, deal velocity from first touch to opportunity, average deal size by source. This is the layer most Dutch B2B teams skip entirely because they don't have the CRM hygiene to support it.
The third horizon is revenue impact, measurable across two quarters or more: closed-won revenue attributable to marketing, customer acquisition cost by source, payback period. This is what the CFO actually wants. It arrives late, and that's not a flaw in the measurement, it's a feature of the sales cycle.
Reporting all three as one number is how marketing teams end up defending the wrong work. Channel A produces a lot of demo requests in month 1 but no closed revenue by month 9. Channel B produces few demo requests in month 1 but a 30% win rate by month 9. A monthly dashboard says A is winning. The bank account says B is winning. They cannot both be right.
Where do the numbers actually come apart?
In four specific places, and once you know the shape of each, the rest of the reporting gets easier to read.
Cookie consent loss. In the Netherlands, Article 11.7a of the Telecommunicatiewet requires explicit consent for any non-essential cookie (CookieYes, 2025). Platform self-attribution. Each ad platform claims credit for the conversion within its own ecosystem. Facebook and Google dashboards regularly sum to 120 to 160% of the actual conversions, because both platforms count the same buyer (HockeyStack, 2025). If you add the line items, you're attributing 1.4 conversions to every 1 deal closed. Your CFO will not enjoy the explanation.
Dark social. A Dutch buyer hears about you on a podcast in week 1, sees a LinkedIn post from a peer in week 3, asks ChatGPT for a vendor shortlist in week 7, types your brand name into Google in week 9, and converts on a paid Google ad in week 10. Last-touch attribution gives 100% of the credit to that last paid ad. Roughly 67% of B2B teams are still doing this in 2026 (HockeyStack, 2025). The first nine touches built the deal. The tenth got the receipt.
Buyer-side blindness. 92% of B2B buyers enter the purchasing process with at least one vendor already in mind, and 41% have a preferred vendor selected before formal evaluation even begins (Forrester, 2024). Those preferences were formed in conversations and content your analytics never saw. By the time the deal lands in your CRM, the decision is already 70% made.
These four together explain why software attribution caps out at 40 to 60% accuracy. The other 40 to 60% is happening in places your dashboard cannot reach. A measurement plan that doesn't account for the dark portion is reporting on half the picture and calling it whole.
What does a working measurement stack actually look like?
Three layers, each doing a different job, none of them complete on their own. This is the version we run with mid-market Dutch B2B clients, and it's the version most agencies don't talk about because it doesn't fit on a dashboard slide.
Layer 1: Deterministic tracking, with honesty about its limits. GA4 plus CRM integration plus paid platform pixels, configured with server-side tracking where possible to claw back some of the AVG consent loss. This layer answers "what did people click." It does not answer "what did they decide." Treat it as one input, not the truth.
Layer 2: Self-reported attribution. Add a single free-text field to every demo request, contact form, and discovery call: "How did you first hear about us?" The answers usually surface channels analytics never credited. Podcasts. LinkedIn posts. A peer recommendation in a WhatsApp group. The Dutch B2B network effect is real, and it doesn't fire a cookie.
Layer 3: Incrementality testing. Periodically turn off one channel for 30 to 60 days and watch what happens to pipeline. If pipeline holds, the channel wasn't producing the value you thought. If pipeline drops, you found a real lever. This is the most underused B2B measurement technique in the Netherlands because it requires the discipline to stop spending money for a quarter, and most agencies will not propose it. How does AVG actually break your B2B attribution in the Netherlands?
In two specific ways most Dutch teams underestimate, and both compound over the course of a year.
First, consent loss creates a structurally biased sample. The 40 to 60% of B2B visitors who decline cookies are not a random subset. They tend to skew toward privacy-aware buyers in regulated industries, the same buyers who often have the larger budgets. Your dashboard is most blind to the audience that matters most. The AP's pragmatic guidance allows analytics cookies without consent when used purely for counting visitors and not for profiling (Turing Law, 2025), but most GA4 configurations don't qualify because they pass data back to Google.
Second, lawful basis for cross-domain tracking under AVG is a moving target. The Dutch DPA has been clearer than most European regulators that the default GA4 configuration is not compliant without consent, and that signal has been reinforced through 2025. If your agency is still running GA4 in default mode and reporting attribution to you, ask whether the data is legally usable in the first place.

The CFO's spreadsheet says Channel B is winning. The CFO is right.

The summer dead-zone matters for reporting. Mid-July to late August costs roughly 4 to 6 working weeks of B2B activity in the Netherlands.
